Commisioner
The Commissioner General of Prisons is appointed by the Head of State in consultation with the Public Service Commission and is responsible to the Cabinet Secretary and the Principle Secretary, Ministry of Interior and Co-ordination of National government for the following:
The Deputy Commissioner General of Prisons Administration is the Principal Assistant to and responsible to Commissioner General of Prisons for the following duties and responsibilities:-
- Advice the Commissioner General of Prisons on all matters related to Directorates under this office.
- Chair Prisons Human Resource Management Advisory Committee(PHRMAC).
- Coordinate formulation of administrative policies, strategies and guidelines on security and correctional matters.
- Oversee the implementation of Service’s all policies & directives.
- Coordinate administrative functions in all Directorates and Sections at the Headquarters and Regions.
- Ensure efficiency in administrative functions of the Service.
- Coordinate preparation of the Service’s performance contracts.
- Coordinate preparation of annual budgets, procurement plans and work plans for the Service.
- Coordinate preparation of Service’s Strategic Plan.
- Oversee the implementation of reforms in the Service in line with Regional & International standards.
The Deputy Commissioner General of Prisons Technical Services is the Principal Assistant to and responsible to Commissioner General of Prisons for the following duties and responsibilities:-
Functions:
- Advice the Commissioner General of Prisons on all matters related to Directorates under this office.
- Alternate Chair Prisons Human Resource Management Advisory Committee(PHRMAC).
- Coordinate formulation of technical policies, strategies and guidelines on security and correctional matters.
- Administer and account for the industries and farms revolving funds.
- Oversee policy implementation of prisons health services national wide (curative and rehabilitative)
- Coordinate development and implementation of comprehensive policies on prisoners vocational training programs aimed at imparting skills for their rehabilitation and successful social reintegration
- Coordinate formulation and implementation of policy on production and marketing management of prison industries& farms.
- Oversee formulation and implementation of policy on the utilization of prisoners’ labour.
- Coordinate development of effective plans for development of the prison farms and industries.
- Coordinate development and implementation of career guidelines for prisons technical officers so as to attract and retain qualified officers in the service
- Oversee the provision of quality prison health services in all penal institutions.
- Coordinate and collaborate with various stakeholders on development, rehabilitation & reintegration programs.
The Personal Assistant to Commissioner General of Prisons (CGP) will be responsible for the following:
- Supporting the CGP in the interpretation and implementation of the existing and new policy guidelines on Prisons,
- Maintaining of CGP’s diary including recording and follow up on key functions to be attended such as meetings, appointments, media briefings, external travels etc,
- Recording of strategic decisions and action points during functions addressed by
- Compiling and editing letters, talking notes, speeches, reports and presentations for the attention of CGP,
- Facilitating appointments and visits to the office of the CGP,
- Analyzing reports and presentations in summary notes for the attention of CGP,
- Coordinating internal and external linkages with national, regional and international stakeholders on issues related to prisons,
- Attending to all inquiries and correspondences linking Kenya Prisons Service and the Permanent Mission of Kenya to the United Nations in consultation with the CGP and the DCGP,
- Participating in special exercises initiated by the CGP including recruitments, prisons inspection/assessment visits, study tours and passing out parades,
- Any other duties assigned by the CGP from time to time
